HAWARDEN CITY-WIDE CLEAN-UP —APRIL 24 – APRIL 28, 2006

This year’s City-Wide Clean-Up days have been set for April 24 through April 28. Please have your items set out by the curb by Monday, April 24 so the City crews can pick them up. City crews will make one pass through each street. Items placed out after they have gone by will not be picked up. Do not put items at the curb before Saturday, April 22.

Rules Concerning City-Wide Clean-Up Days

  1. No bagged items or normal garbage that can be picked up in weekly garbage.
  2. All items must be separated and placed at the curb or alley by Monday, April 24. Please separate piles into trees and branches, metal and junk. Normal garbage for Independence Waste should also be in a separate pile.
  3. No building rubble will be picked up at construction sites.
  4. No appliances will be picked up by the City. They must be disposed of by a licensed appliance disposal service. Please call 551-6663 to make an appointment to have your appliances picked up. (This includes stoves, washers, dryers, refrigerators, microwaves, air conditioners, water heaters, dehumidifiers, humidifiers, etc.)
  5. No tires will be picked up unless paid for in advance at the City Office.
    Car tires - $2.00 Truck tires - $5.00 Tractor tires - $15.00
  6. No grass or leaves. (These may be dropped off at 13th St. and Ave. D)
  7. No paint, paint thinners, oil or chemicals, or other hazardous materials.
  8. No commercially-cut trees.
  9. All trees must be 8 feet in length or less.
  10. Limit to one truck load per household.

If you prefer to haul your own items, we will have a dumpster at the City Shop, located at 800-7th Street, beginning Saturday, April 16, 2005.

SPRING CLEAN-UP & PROPERTY MAINTENANCE

With the nice weather upon us it is time once again for the Hawarden Police Department to go around and identify properties within the City limits which are neglected and in need of sprucing up. Over the next couple of weeks, officers of the Police Department will be looking at property in the City that needs to be cleaned up. The Hawarden Police Department would like to remind everyone about “Clean-Up Days” coming April 24-28. It is recommended that all citizens take the time to examine their property and take advantage of this service offered to them by the City.

Some of the things the Police Department will be looking for are:

  1. Weeds or grasses in excess of 10” in height.
  2. Noxious weeds.
  3. Accumulations of junk and other refuse.
  4. Piles of branches and shrubs.
  5. Inoperable vehicles exposed to public view. This includes any vehicle which is not currently licensed, insured or able to be legally driven upon the streets. Vehicles that are placed in “storage” must be placed in a fully-enclosed building or other location not exposed to public view.
  6. Conditions which are conducive to the harboring or breeding of vermin.
  7. Trees which overhang more than 15 feet above the traveled portion of any street, or 8 feet above any sidewalk.
  8. Dilapidated and/or unsafe structures.
  9. Structures which are in need of painting and repair.

The Hawarden Police Department asks that everyone look over their property to identify any of the above violations so they can be corrected. We ask for cooperation with the neighbors and City to help us make Hawarden a clean, attractive community for residents and visitors alike. It is the Season — Call Before You Dig

Whether you own your home or rent it, or are contracting an excavating job, you need to call before you dig. There is no charge for getting underground lines located. Iowa Legislature has enacted statewide legislation, “Underground Facilities Information”, Chapter 480 of the 21995 Code of Iowa, which went into effect January 1, 1993, making it a state law to call before you dig.

With one easy phone call the underground electric, sewer, water, gas, telephone and cable television lines will be located before digging. Please call at least 48 hours in advance of any digging because no area will be guaranteed a clearance without at least a 48-hour notice. If you fail to call before you dig, total liability for any damages will be yours.

If necessary, a job site meeting can be arranged for locating and coding the work area. Any digging or excavating work that exposes gas lines must be inspected and tested by the Hawarden Municipal Utilities, according to federal regulations. Again, there is no charge for locating underground lines. It is worth your time to call and protect yourself against potential repair costs. So call 551-2565 and just give an accurate address, a brief description of the intended work and the general area on the property that you will be working. Or you may call Iowa One Call direct at 1-800-292-8989. Remember to call at least 48 business hours before any excavation or digging work is scheduled to begin.

After Hours Emergency Service Numbers

Sometimes Mother Nature has a tendency to create havoc when the City offices are not open. Therefore the City has decided to put the department personnel phone numbers in this issue so we can pinpoint emergency power, gas and street emergencies immediately. Please post these numbers somewhere handy and only call these City employees if it is an emergency and if it is after the City’s normal business hours of 7:30 am to 4:30 pm, Monday through Friday.

Heart of Hawarden Project Update

As the weather begins to heat up in Hawarden, work on the Heart of Hawarden projects will transition from winter planning to springtime results. If you are new in town, The Heart of Hawarden project is a multitude of smaller projects running thru the "Heart" of the City designed to further the community's rebirth. The project consists of the Community Center and City Offices, a mile of multi-purpose trails, outdoor ice-skating, basketball/roller hockey arena, native tree arboretum, and a large community events pavilion.

Much work has been completed on the various projects since the plan's approval. Results can be seen in the completed Community Center, basketball/roller hockey courts, the totland playground in City Park and new bathrooms at Calliope Village. This spring will see bids awarded for construction of the multi-purpose trail, the erection of the pavilion and many more exciting community amenities.

During this tax season, many are finding themselves a few deductions short. Future problems of this nature can be avoided by adopting a piece of the Heart of Hawarden project. Although all available benches have been adopted, hundreds of other tax-deductible adoption opportunities remain.

In addition to tax benefits, the adoption program is an opportunity for individuals, families, businesses and other organizations to play a role in this historic project. The program offers many unique ways to display your family or individual name, to honor the memory of a loved one or to identify your business while supporting your community. Remaining adoption opportunities include engraved paver stones, trees, historical lighting, a multi-purpose trail segment or naming rights to the pavilion, City Office meeting rooms, or even the Community Center itself. Prices for adoption range from $50 to $150,000.

Youth Summer Recreation Program

Baseball & Softball for Kindergarten – 6th grade boys and girls (05/06 school year). Cost is $20.

3 separate leagues:

Practices will be held on Mondays & Wednesdays and games on Tuesdays & Thursdays.
Baseball & softball schedules will be handed out in school closer to date. We also offer Golf for 5th – 8th grade boys and girls. The golf season begins Wednesday, May 31st. Registration forms can be picked up at the City Offices or at the West Sioux Schools. Registration Deadline Monday, May 22, 2006.

T-Ball

Dates for the four-week t-ball program are Monday June 5, 12, 19, & 26. All four and five year olds are encouraged to attend. Girls program time: 5:30 – 6:15 p.m., Boys program time: 6:15 – 7:00 p.m. All practices/games will be held at the little league fields located by the WSHS. No fee or registration is required. Summer recreation staff will conduct all practices / games.

Swimming Lessons

The Hawarden Swimming Pool is offering lessons this coming summer for Levels I – VII. Level I-IV will run July 10th – 21st and Level V – VII will run June 12th – 23rd. Cost is $20 for Hawarden residents and $25 for non-residents. Registration forms can be picked up at the City Offices or the West Sioux Schools.

Deadline is Thursday, June 1st.

Coed Adult Softball League

The City Recreation Department is sponsoring a slow-pitch league beginning Tuesday, May 23rd. A mandatory coaches meeting is scheduled for Thursday, May 18th, at 6:30 p.m. at the Hawarden City offices, located at 1150 Central Ave.
