With the change of the seasons upon us, the Hawarden Police Department would like to remind the citizens of Hawarden of the winter parking rules. The Hawarden Municipal Code states “no person shall park, abandon, or leave unattended any vehicle on any public street, alley, or city-owned off street parking area through the duration of any snowfall, snowstorm, or ice storm, and the twelve hour period after the cessation of the same, except upon streets which have been fully opened.”
The reason this is in effect is so the city crews can clean all of the streets without any vehicles obstructing the streets. Failure to remove vehicles from the streets will result in a parking ticket being issued to the vehicle owner with a fine of $20.00. There is also the possibility of the vehicle being towed at the owner’s expense.
The Hawarden Police Department recommends that all vehicle owners make plans early on where they will park their vehicles so there is not a problem at the last minute. The vehicles can be parked back on the roadway only if the street is cleared from curb to curb. If there is an emergency, and the vehicle cannot possibly be moved, the owner should contact the police department so we can make appropriate arrangements.
Everywhere you read these days talks about carbon monoxide and the dangers associated with it. How serious can it be? And what should I look out for? Hopefully the following article will help answer some of those questions.
Carbon monoxide is a colorless, odorless, tasteless, highly-toxic gas that is produced by incomplete combustion. It is important to know that carbon monoxide is deadly from the toxicity standpoint long before it reaches the combustible range. It comes from appliances that consume coal, oil, wood, propane gas, natural gas, and other hydrocarbon-based fuels. It is absorbed by the hemoglobin of the blood cells and replaces the oxygen of the red blood cells that your body needs. When carbon monoxide replaces enough oxygen, your body begins to suffocate from the inside out and may cause brain damage, coma, or later, death.
The carbon monoxide concentrations and the effects from the concentrations vary from different levels of carbon monoxide and the exposure time. If you feel you have carbon monoxide in your building, you may call your local plumber or the City office to test your home for carbon monoxide. The Hawarden Police Department would like to remind all residents that they are required to remove all snow or ice buildup on their sidewalks. City Codes state, “It shall be the duty of the owner of each building and lot in the City fronting upon any street or sidewalk, which is concrete or other material, or the owner of any unoccupied lot fronting a sidewalk, to keep the sidewalks in front of his or her building or lot clear of the natural accumulation of snow and ice within the period of 18 hours after the accumulation thereof upon the sidewalk.”
Currently if the owner of the property fails to comply with this Code it can be handled in two ways. The first way is for the Superintendent of Public Works to have the snow or ice removed from the sidewalks without notice to the property owners and the cost of doing so is billed to the property owner of record and as a tax lien on property if unpaid. The second way is for the Police Department to issue a Municipal Infraction Citation to the owner of record with a fine of $50.00 for the first offense, $100.00 for the second offense, and $250.00 for the third and subsequent offenses. Each day the snow or ice is allowed to remain on the sidewalks is considered a separate and subsequent offense.

Annual HAPP Banquet — Organization Committee has set January 13th as the date for the Annual HAPP Banquet. Tickets will go on sale soon.
2006 Citizen of the Year — HAPP is accepting nominations for the 2006 Citizen of the Year through December 8th. Criteria includes:
*Candidate must have been a Hawarden resident for minimum of five years.
* Candidates must receive the nomination as a result of non-job related activities.
* Past award group recipients may be considered for activities done as an individual.

Walkers Welcome
The West Sioux High School is open from 7:00-8:00 am and 3:15-9:00 pm Monday-Friday and Saturdays from 7am-1pm. For those interested in walking. (Children must be supervised) Use the main entrance on the east side. Questions contact Denny at 551-1181 or Jami at 551-4412.
Open Gym
At the West Sioux High School on Sunday afternoons from 1:00-2:30 pm. Families are encouraged to attend together. Students who come without a parent will be charged $1. Children under the age of seven must be accompanied by an adult.
Dates: November 26th – March 11th (there will be no open gym on Dec. 24th)
Skiing Trip
The annual 7th – 12th grade ski trip to Great Bear in Sioux Falls, SD is scheduled for Friday, December 22nd (pending snowfall). The cost of the trip depends on whether you would like to ski, snowboard, or tube. Registration forms can be picked up at the High school or the city offices. Registration deadline is Wednesday, December 20th.
Swimming Trip
A trip to the All Seasons Center in Sioux Center for an afternoon of swimming is scheduled for Thursday, December 28th. All West Sioux students in grades K – 6th are welcome to attend. Cost of the trip is $5.00. Registration can be picked up at the schools or the city offices. Registration deadline is Wednesday, December 22nd.
Christmas Break Bowling Party
Friday, December 29th there will be bowling from 1-3 p.m. for all K-8th grade kids. Cost is $5.00 includes bowling, pop, snacks, & music. Fun prizes will be given away. No registration is required. Sponsored by Sportsmans Lanes and the Hawarden Recreation Dept.
Youth Basketball Program
The City Rec. Dept. is sponsoring a basketball program for boys and girls in 2nd-6th grade. This program will begin Saturday, January 6th. Cost of the six week program is $6.00 /student. Instructor: Todd Puttmann. For more details contact Jami at 551-4412. Registration will be available at the school and city offices. Deadline is Wednesday, January 3rd.
After-School Bowling League
There will be a youth bowling league starting January 8th, 9th, & 10th from 3:30-5:00 p.m. at Sportsman’s Lanes. The league is offered for K – 8th grade students and will run for four consecutive weeks. Cost is $10 / person. Registration forms are available at the schools and the Hawarden city offices. Sponsored by the Hawarden Rec. Dept. and Sportsman’s Lanes. Deadline is Friday, January 5th.
There are several options, many very simple to be more efficient in your use of natural gas and electricity to help hold down the cost of your energy bills.
Low cost or no cost ideas:
Reset thermostats to a few degrees cooler in the winter.
Turn off unnecessary lights and appliances.
Replace incandescent lights with compact fluorescents.
Change furnace filters often.
Lower hot water heater temperature to a reasonable setting.
Keep obstructions away from heat and cooling registers.
Weather seal doors and windows.
Open or close doors, windows, and drapes effectively.
The City of Hawarden would like to ask for your assistance in keeping the ice and snow off your meters. An accumulation of snow and ice could interfere with good air circulation around the gas meter and vent on the gas regulator. If this happens it may interrupt the supply of natural gas to your home or cause other serious problems.
We ask that you use a broom to clear away the snow. Please do not use a shovel to remove the ice and snow build-up or try to melt or chip the ice, as that could damage or break your meter. Also, icicles from the roof or gutter that overhang your meter can cause dripping water that can freeze and cover the meter.
If your meter does become encased with ice, please call the Public Works Department at 551-2565 and they can assist you in solving this problem.
