Hawarden "City Pride" Proclaimation

A Word from The Mayor

The City Council and I have proclaimed this past week as Hawarden City Pride/Beautification Week. As you know, this has been a long, hard winter, not only on us but our community. There are many areas in our community that need to be cleaned up, fixed up, painted or torn down. Out city crews are busy with repairs to the streets and cleaning up of our city properties.

I am asking everyone to look at their own homes, properties and businesses and determine what needs to be done to fix up, paint up and spruced up where we are. I would encourage you to call myself or the city office if you need physical assistance in making the necessary improvements. We will make every effort to find volunteers to assist you in beautifying your property. For those who would like to volunteer their help, please let me or the city office know.

Sometimes we fail to look around us and see the need of doing the necessary cleaning up of our community. I would hope that each and everyone of us, both young and old, will renew our pride in our community during this week and the coming weeks. We live in a wonderful community, which we can all make better together.

I look forward to seeing many of you during the next few weeks as we all work together to beautify and take pride in the City of Hawarden.

Bicycle Rodeo May 19th

Bicycle Rodeo on May 19th!!

ATTENTION: All kids in 1st through the 5th grade!! May is National Bicycle Safety Month so the Hawarden Police Department, Hawarden Fire Department, and Hawarden Ambulance are sponsoring a bicycle rodeo on Saturday, May 19, 2001 at the Catholic Church parking lot starting at 1:00 p.m.

Plan to attend and enter the drawing for one girlÕs and one boyÕs bikes to be given away at this event. Also, get information on the summer - long ice cream promotion.

Bicycle helmets are required to participate. If you do not have a helmet, we have a limited number available.

Recycling News

UTILITY NEWS

No More Orange Recycling Bags!!!

The orange recycling bags will no longer be given out at the City due to the fact they are not recyclable. The recycling facility has asked us and Orange City to no longer use the bags and switch to a permanent container. To assist you in this transition the City is offering a $3 off coupon on one container when it is purchased at one of our local Hawarden merchants (Pamida and BomgaarÕs).

A recycling sticker should be put on each container. The stickers are available at the City Offices. You can use an existing container meeting the standards below or new containers can be purchased from the city merchants.

Everything will remain the same except for the containers. Recycling pick up days will stay the same (1st and 3rd Fridays) and all recyclables can be placed in one container. You can also have multiple containers. The important thing is that the container be 32 gallons or less, that they have a lid to keep the recyclables dry, and only the proper items be placed in the container. A recycling brochure has been included with this newsletter explaining what can and can not be recycled.

Budget Your Utility Bills

Budget Billing Sign-ups Now Being Taken May-July

HOW DOES BUDGET BILLING WORK? The budget-billing plan offers customers a level dollar amount to pay every month as opposed to the normal fluctuations in utility bills that occur with changes in the seasons. The level dollar amount reflects an average of your consumption over the past 12-month period. Each month you will receive a bill for the actual amount consumed, along with any credit accumulated or any charges not covered by the budget billing. Generally, in the months after you sign up you will build a credit in your account. It is very important that you continue to pay your budget amount every month, because it is this credit that will cover your increased consumption during the winter months. Failure to make your budget payments within the first twelve months you are in the program will result in your removal from the program because this will place you behind.

HOW IS MY BUDGET AMOUNT FIGURED? The budget amount is calculated by adding the utility usage for the 12 month period and dividing by 12. The average consumption is taken to the appropriate rate table and the charge is calculated. The City of Hawarden adds an additional percent for fluctuations that may occur throughout the year. Electric, garbage collection, sewer, water and security lights are adjusted by 10%. Gas consumption is adjusted by 40% to account for the fuel adjustment increase.

HOW AND WHEN DOES MY ACCOUNT GET ADJUSTED? If at any time, the budget amount does not cover the actual charges, the account will be reviewed and a new budget amount refigured reflecting the change in household consumption or you will be removed from the program. If the budget amount is on target, the account will be reviewed every April and a new budget amount will be refigured. At that time, the account will be credited for the amount overpaid or receive a bill for the amount underpaid. If the budget amount does not cover the actual consumption, the customer is still responsible for the difference. The adjustments mentioned above are designed to avoid this, but occasionally, it still happens.

HOW DO I GET SIGNED UP? If you are interested in the budget-billing plan or have additional questions, call (712) 551- 2565 and request a budget-billing amount be prepared for your account. A letter will be sent to you with budget-billing amount. Your account must be brought to a zero balance before you are eligible to start budget billing. If your account is paid in full and you agree to the dollar amount you simply sign and return the document to the city offices at the address at the bottom of the page.

Bible School May 29-31

Vacation Bible School 2001

This yearÕs Bible School will be held on Tuesday, Wednesday, and Thursday May 29, 30, 31 and at the Valley View Gym. All denominations are invited to attend. The Associated Church of Hawarden will be the host of this yearÕs events. We will begin our evening with opening worship at 6:15 PM and closing services will conclude at 8:30 PM each night. Our theme is ŌJesus to the Rescue!!Ķ

Participants must be 4 years old up through the 12th grade. The 6th - 8th graders will be involved in various activities and we need to have as many high school students as possible sign up to be volunteers for teachersÕ assistants, crafts, games, and singing. Please register by May 11, 2001 by contacting Jolayne Witt with the Associated Church or your Pastor.

We will be having so much fun this year with our rescue, you won't want to miss it - no matter what your age is.
