CHAPTER 113

UTILITY RATES AND FEES

113.01 RATE CLASSIFICATIONS FOR SERVICE. Where a rate distinction is made between various classes of service (i.e. residential and non-residential) the City shall generally attempt to classify the utility account by the categories listed below. It is possible to have multiple classifications for the same site depending on use.

  1. Classifications of Service.
    1. Residential. To include single-family dwellings, multi-family dwellings, mobile home trailers and condominiums and other similar residential dwellings. This does not include group homes, nursing homes and common areas of the described uses.
    2. Nonresidential/Business: To include stores, shops, offices, restaurants, schools, Laundromats, dry-cleaning establishments, car washes, garages, service stations, rooming houses, dormitories, motels, hotels, hospitals, nursing homes, and processing plants and factories.
    3. Nonresidential/Interdepartmental: To include all uses directly controlled by City and owned by the City taxpayers.
  2. Interpretation of Classifications. When it is unclear what classification should be applied, the City (via the Public Works Director) shall at its sole discretion, determine the classification based on all available information, including but not limited to, the following:
    1. Location of the service;
    2. Other services at the location;
    3. Most common use of the service;
    4. Similar uses by other customers and how those classifications were treated (precedent);
    5. Quantity of usage of the service;
    6. Whether the use is advertised as a business including business cards, phone book, etc.; and
    7. Any other pertinent information.

113.02 MINIMUM SYSTEM SUPPORT CHARGE APPLICABLE. The minimum system support charges provided for in this chapter apply to every account holder, per unit or site, as applicable, in which an active account or service is maintained, even though no actual usage is generated or metered for the location. This does not apply to disconnected or closed accounts.

113.03 LIENS FOR NONPAYMENT. The amount of utility usage owed at a particular location shall constitute a lien upon that property served by the specific utility, where permitted by law. Such amount owed shall be collected in the same manner as other taxes, if payment is not made when due.

113.04 WATER UTILITY RATES. The following rates apply to all classes of water service:

  1. Minimum System Support Charge Per Unit: $4.64 per month (this includes no usage);
  2. First 2000 cubic feet....$1.09 per 100 cubic feet;
  3. Next 2000 cubic feet.....$1.00 per 100 cubic feet;
  4. Next 4000 cubic feet.....$ .93 per 100 cubic feet;
  5. Over 8000 cubic feet.....$ .84 per 100 cubic feet.
  6. Water Supplies. The City shall sell supplies it stores to electricians and owners at the City’s cost plus 25%.

113.05 WASTEWATER UTILITY RATES.

  1. Residential Sewer Rates Per Unit.
    1. Minimum System Support Charge: $10.00 per month (this includes no usage);
    2. Per 100 cubic feet or fraction thereof of water used, up to 1,200 cubic feet: $0.50 per 100 cubic feet;
    3. Over 1,200 cubic feet of water used: $0.00 per 100 cubic feet.
  2. Alternate Sanitary Sewer Rates Per Unit.
    1. Installation Cost: $1,250.00 (or none, if part of Capital Subdivision Project approved by the Council). Additional costs shall apply for the installation of alternate sewer systems where the sewer must be extended for more than 500 feet in length and for any sewer units above the base E-1 sewer unit. The additional cost shall be 50% of the additional material costs in excess of 500 feet or for the costs of the unit above the base unit price.
    2. Minimum System Support Charge: $12.50 per month, plus the minimum support charge listed in Section 113.05(1) or Section 113.05(3), whichever is applicable (this includes no usage), plus the applicable residential or commercial rate per cubic foot as provided in Section 113.05(1) and 113.05(3).
  3. Nonresidential Sewer Rates Per Unit.
    1. Minimum System Support Charge: $12.00 per month (this includes no usage); plus
    2. Per 100 cubic feet or fraction thereof of water used, up to 10,000 cubic feet - $0.50 per 100 cubic feet;
    3. Over 10,000 cubic feet: $0 per 100 cubic feet.
  4. Large users utilizing over 60,000 cubic feet of water per month shall require a sewer contract with the City.

113.06 ELECTRIC UTILITY RATES.

  1. Residential Rates. Single phase, 120/240 volt, 3 wire, single meter. If more than one meter presently exists, the readings will be added as if the premises had a single meter.
    1. Minimum System Support Charge: $13.65 (this includes no usage);
    2. Plus all energy used: $ .0497 per kWh
  2. Rebates for Residential Users. For the electric users in subsection 1 the City will offer the rebates listed below for participation in the City’s load management system, based on the appliances that are load managed.
    1. Electric Hot Water Heaters – $2.50 per month for each electric hot water heater.
    2. Electric Central Air Unit – $5.00 per month per unit only for the months of June, July, August and September.
  3. Nonresidential, Non-Demand Rate (Commercial). Single or three phase, 120/240 volt, 3 or 4 wire, single meter. If more than one meter presently exists for a single account holder, at one location, the readings will be added as if only one meter existed. Special secondary voltages may be made available at the discretion of the municipal utility. A demand reading of less than 100 kWh will be billed according to the rate in this category.
    1. Minimum System Support Charge: $16.35 (this includes no usage).
    2. Plus all energy used: $ .0616 per kWh.
  4. Rebates (Nonresidential). For the electric users in subsection 3 the City will offer the rebates listed below for participation in the City’s load management system, based on the appliances that are load managed.
    1. Electric Hot Water Heaters: $2.50 per month for each electric hot water heater.
    2. Electric Central Air Unit: $5.00 per month per unit only for the months of June, July, August and September.
  5. Industrial Rate. Single or three phase, 120/240 volt, 3 or 4 wire, single meter. If more than one meter presently exists for a single account holder, at one location, the readings will be added as if only one meter existed. Special secondary voltages may be made available at the discretion of the municipal utility. A demand reading of 100 kWh or more will be billed according to the rates in this category.
    1. Minimum System Support Charge: $0 (this includes no usage).
    2. Demand Charge: $3.544
    3. Plus all energy used: $ .0421 per kWh
    4. Minimum Demand Charge: Is the demand rate above applied to 75% of the peak demand in the 6 months preceding the billing month.
  6. Nonresidential, Demand, Interruptible Rate. The City may enter into a contract for a minimum duration of one year with a nonresidential demand customer providing for an interruptible electric rate as follows: Single or three phase, 120/240 volt, 3 or 4 wire, single meter. If more than one meter presently exists for a single account holder, at one location, the readings will be added as if only one meter existed. Special secondary voltages may be made available at the discretion of the municipal utility. A demand reading of 100 kWh or more will be billed according to the rates in this category.
    1. Minimum System Support Charge: $0 (this includes no usage).
    2. Demand Charge: $1.061
    3. Plus all energy used: $ .0421 per kWh
    4. Minimum Demand Charge: Is the demand rate above applied to 75% of the peak demand in the 6 months preceding the billing month.
  7. Nonresidential, City Interdepartmental Rate. Single or three phase, 120/240 volt, 3 or 4 wire, single meter. If more than one meter presently exists for a single account holder, at one location, the readings will be added as if only one meter existed. Special secondary voltages may be made available at the discretion of the municipal utility.
    1. Minimum System Support Charge: $0 (this includes no usage).
    2. Charge for all energy used: $ .023 per kWh
  8. Other Services.
    1. Security Lights. Security lights shall be provided at a rate of $5.00 for metered security lights plus any electrical usage, or $8.00 per month for unmetered lights.
    2. Electric Supplies. The City shall sell electric supplies it stores to electricians and owners at the City’s cost plus 25%.
  9. Renewable Electric Energy Rates. The charge for renewal electric energy shall be $2.00 per 100 kWh block of renewable wind energy purchased.

113.07 GAS UTILITY RATES.

  1. The following rates apply to all classes of service:
    1. Minimum System Support Charge: $5.00 (this includes no usage).
    2. First 1.5 MCF...$ 7.99 per MCF
    3. Next 3.0 MCF... $ 7.61 per MCF
    4. Next 5.0 MCF....$ 7.37 per MCF
    5. Next 40.0 MCF...$ 7.24 per MCF
    6. Next 50.0 MCF...$ 6.65 per MCF
    7. Next 50.0 MCF...$ 6.56 per MCF
    8. Over 150.0 MCF..$ 6.43 per MCF
  2. Wholesale Gas Adjustment Charges. The established rates shall be increased for each full cent increase above the established upper MCF cost threshold. In addition, the rates established shall be decreased for each full cent below the established lower MCF cost threshold. The threshold cost shall be based on all the blended costs (mixing of months) incurred to receive gas at the point of demarcation at the Ventura Index for any gas ordered. The upper threshold cost shall be set at $4.00 per MCF and the lower threshold cost shall be set at $3.25 per MCF.
  3. Gas Supplies. The City shall sell electric supplies it stores to electricians and owners at the City’s cost plus 25%.

113.08 SOLID WASTE COLLECTION RATES.

  1. Residential - $11.75 per month (If residence is unoccupied, the Residential Solid Waste Collection Charge will be waived.)
  2. Commercial - $ 3.00 per month
