            Whereas, The Western Area Power Administration (WAPA) supplies approximately 2/3 of the City's electrical power; and,

            Whereas, WAPA has indicated it plans to increase rates by 12% effective January 1, 2006, and 6% effective January 1, 2007.

BE IT ORDAINED by the City Council of Hawarden, Iowa as follows:

            Section 1.  Amendment.  Chapter 6, Section 6.6 of the Hawarden Municipal Code is hereby amended as follows:

SECTION 6.6 - Electric Utility Rates.

Section 6.6.1 - Residential Rate.

b.  Residential Electric Rates -

Effective February 1, 2006:

Minimum System Support Charge: $13.65 (this includes no usage).

Plus all energy used: .0510 per KWH

Effective November 1, 2006:

Minimum System Support Charge:  $13.65 (this includes no usage)

Plus all energy used: .0516 per KWH 

Section 6.6.2 - Non-Residential, Non-Demand Rate.

b.  Non-Residential, Non-Demand Electric Rates -

Effective February 1, 2006:

Minimum System Support Charge: $16.35 (this includes no usage).

Plus all energy used: .0632 per KWH

Effective November 1, 2006:

Minimum System Support Charge:  $16.35 (this includes no usage)

Plus all energy used: .0640 per KWH 

Section 6.6.3 - Non-Residential Demand Rate.

b.  Non-Residential Demand Electric Rates -

Effective February 1, 2006:

Minimum System Support Charge: $0 (this includes no usage).

Demand Charge:  $3.635

Plus all energy used: .0432 per KWH

Effective November 1, 2006:

Minimum System Support Charge:  $0 (this includes no usage)

Demand Charge:  $3.681

Plus all energy used: .0437 per KWH

Section 6.6.4 - Non-Residential, Demand, Interruptible Rate.

b.  Non-Residential, Demand, Interruptible Electric Rates -

Effective February 1, 2006:

Minimum System Support Charge: $0 (this includes no usage).

Demand Charge:  $1.088

Plus all energy used: .0432 per KWH

Effective November 1, 2006:

Minimum System Support Charge:  $0 (this includes no usage)

Demand Charge:  $1.102

Plus all energy used: .0438 per KWH 

Section 6.6.5 - Non-Residential, City Interdepartmental Rate.

b.  Non-Residential, City Interdepartmental Electric Rates -

Effective February 1, 2006:

Minimum System Support Charge: $0 (this includes no usage).

Plus all energy used: .0236 per KWH

Effective November 1, 2006:

Minimum System Support Charge:  $0 (this includes no usage)

Plus all energy used: .0239 per KWH

          Section 2.  Repealer.  All ordinances or part of ordinances in conflict with the provisions of this ordinance are hereby repealed.

          Section 3.  Severability.  If any section, provision, or part of this ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision, or part thereof, not adjudged invalid or unconstitutional.

            Section 4.  Effective Date.  This ordinance shall be in effect after its final passage, approval, and publication as provided by law and in accordance with the dates provided herein.
