Whereas, Septic tank systems often fail due to soil issues and such failures have the potential to affect the City's aquifer recharge zone; and,
Whereas, The City of Hawarden desires to offer alternate sewer systems for locations throughout the City where conventional sewer systems are not available; and,
Whereas, Staff has recommended that the initial costs be lowered to encourage the use of the systems;
BE IT ORDAINED by the City Council of Hawarden, Iowa as follows:
Section 1. Amendment. Chapter 6, Section 6.5.2 of the Hawarden Municipal Code is hereby amended as follows:
6.5.2a Alternate Residential Sanitary Sewer Rates Per Unit.
Installation Cost: $3,000 * $1,250
*None, if part of Capital Subdivision Project approved by the Council
Minimum System Support Charge: $22.50 per month (this includes no usage) Plus:
Per 100 cubic feet or fraction thereof of water used up to 1,200 cubic ft.-- $0.50 per 100 Cu. Ft.
Over 1,200 Cu. Ft. water used -- $0.00 per 100 Cu. Ft.
Monthly Rate: Same as in 6.51 except the base.
6.5.2b Alternate Non-residential Sanitary Sewer Rates Per Unit.
Installation Cost: $3,000 * $2,000
*None, if part of Capital Subdivision Project approved by the Council
Minimum System Support Charge: $24.50 per month (this includes no usage) Plus:
Per 100 cubic feet or fraction thereof of water used up to 10,000 cubic ft.-- $0.50 per 100 Cu. Ft.
Over 10,000 Cu. Ft. water used -- $0.00 per 100 Cu. Ft.
Note: Underlined portion are additions to the adopted text, while strike thru portion are deletions to the previous adopted text.
Section 2. Repealer. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.
Section 3. Severability. If any section, provision, or part of this ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision, or part thereof, not adjudged invalid or unconstitutional.
Section 4. Effective Date. This ordinance shall be in effect on July 1, 2004, after its final passage, approval, and publication as provided by law.
