ORDINANCE 624

AN ORDINANCE OF THE CITY OF HAWARDEN AMENDING ELECTRICAL RATES

Whereas, The Western Area Power Administration (WAPA) supplies approximately 2/3 of the City's Electrical Power; and,

            Whereas, WAPA has indicated it plans to increase rates by 17% 12.7% effective January February 1, 2004, and 2.9% effective October 1, 2004, resulting in an total overall increase of 7.0 6.2% in wholesale electricity costs to the City's Electric Utility; and,

            Whereas, a former base rate increase of three dollars purported for support of the hospital is proposed to be eliminated from the base rate.

BE IT ORDAINED by the City Council of Hawarden, Iowa as follows:

            Section 1. Amendment. Chapter 6, Section 6.6 of the Hawarden Municipal Code is hereby amended as follows:

SECTION 6.6 – Electric Utility Rates.

Section 6.6.1 - Residential Rate.

b. Residential Electric Rates –

Effective February 1, 2004:
Minimum System Support Charge:  $16.65 $13.65 (this includes no usage)
Plus all energy used: .04213 per KWH  .0492 per KWH

Effective October 1, 2004:
Minimum System Support Charge:  $13.65 (this includes no usage)
Plus all energy used: .0492 per KWH  .0497 per KWH

Section 6.6.2 Non-Residential, Non-Demand Rate

b. Non-Residential, Non-Demand Rate

Effective February 1, 2004:
Minimum System Support Charge:  $169.35 $16.35 (this includes no usage)
Plus all energy used: .05593 per KWH  .0609 per KWH
 
Effective October 1, 2004:
Minimum System Support Charge:  $16.65 $16.35 (this includes no usage)
Plus all energy used: .0609 per KWH  .0616 per KWH

Section 6.6.3 Non-Residential, Demand Rate

Minimum System Support Charge:  $0 (this includes no usage)

Minimum System Support Charge:  $0 (this includes no usage)
Demand Charge:  $3.504     $3.544

Minimum System Support Charge:  $0 (this includes no usage)
Plus all energy used: .02163 per KWH   .0227 per KWH
         
Effective October 1, 2004:
Minimum System Support Charge:  $0 (this includes no usage)

Section 6.6.6 Other Services.

a. Security Lights.

Security lights shall be provided at a flat rate of:

$5.00 for metered security lights plus any electric usage

$7.00  $8.00 per month for unmetered lights.

            Section 2.  Repealer.  All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.

            Section 3.  Severability.  If any section, provision, or part of this ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision, or part thereof, not adjudged invalid or unconstitutional.

            Section 4.  Effective Date.  This ordinance shall be in effect after its final passage, approval, and publication as provided by law and in accordance with the dates provided herein.
