Whereas, The Western Area Power Administration (WAPA) supplies approximately 2/3 of the City's Electrical Power; and,
Whereas, WAPA has indicated it plans to increase rates by 17% 12.7% effective January February 1, 2004, and 2.9% effective October 1, 2004, resulting in an total overall increase of 7.0 6.2% in wholesale electricity costs to the City's Electric Utility; and,
Whereas, a former base rate increase of three dollars purported for support of the hospital is proposed to be eliminated from the base rate.
BE IT ORDAINED by the City Council of Hawarden, Iowa as follows:
Section 1. Amendment. Chapter 6, Section 6.6 of the Hawarden Municipal Code is hereby amended as follows:

Section 2. Repealer. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.
Section 3. Severability. If any section, provision, or part of this ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision, or part thereof, not adjudged invalid or unconstitutional.
Section 4. Effective Date. This ordinance shall be in effect after its final passage, approval, and publication as provided by law and in accordance with the dates provided herein.
