APPROVED MINUTES REGULAR CITY COUNCIL MEETING

HAWARDEN CITY HALL - COUNCIL CHAMBERS ROOM

Wednesday, April 11, 2007 at 5:30 p.m.

The Council Meeting was called to order at 5:32 p.m.

Present: Mayor Porter; Council Members Cauwels, Hedden, Anderson, Jacobs, Borchers

Absent:  None

Staff Present: Tom Kane, Public Works Director; Mike DeBruin, Police Chief; Spencer Haacke, Economic Development Director; Jim Pickner, City Attorney

Staff Absent:  Jason Metten, City Administrator/City Clerk; Sharole Rens, Finance Director

Standard Agenda Items

1a. Approval of March 28, 2007 Council Meeting Minutes.  Moved by Jacobs/Anderson to approve the minutes of March 28, 2007 Council Meeting Minutes.  Motion carried unanimously.

1b. Approval of Claims for Payment.  Moved by Cauwels/Hedden to approve the Schedule of Claims for payment.  Motion carried unanimously.

1c. Open business from the Community (limited to a maximum of 5 minutes per item).  None

 2a. Mayor's Report.  Mayor Porter reported that he, City Administrator Metten, and Public Works director Kane attended the Missouri River Energy Services meeting in Sioux Center at which the upcoming rates increases were discusses.  More information will be available at the MRES Annual Meeting on May 9th and 10th.  He reminded citizen of the annual Clean-Up Days on April 16th thru 20th, and encouraged everyone to clean up their property.  He also commented on the many recreation opportunities planned for this summer for the children including t-ball, softball, baseball, golf, swimming, and the soccer program now in progress. He reported that grass will be seeded in the pavilion area soon, and for those wanted to use the pavilion, please call the city to reserve it for your particular date. 

2b. Council Comments.  Council Member Cauwels commented on the incentives the City has available for businesses and residential housing

2c. Staff Reports/Discussion.    Public Works Director Tom Kane reminded citizens about the change in recycling that all paper, including magazines, is now accepted, and to call the city offices if there are any questions.  He also commented on the City Wide Clean up from April 14th thru April 20th, and that 2 dumpsters will be available at the City Shop at 808 7th Street.  He also gave the Mayor and Council Members information on the meeting we have had with WAPA and Missouri River Energy Services along with an Army Corp of Engineers Water Management New Release, and will have more updates and announcements at the upcoming council meetings

Other Agenda Items

3. Resolution 2007-23 – Appointment of Ex-Officio Member to the Sioux Valley Railroad authority.  Moved by Cauwels/Borchers to appoint Spencer Haacke to this position.  Aye:  Cauwels, Borchers, Anderson, Jacobs, Hedden.  Nay:  None.  Motion carried unanimously.     

4. Request for Renewal of Off-Premises Class BC Liquor License with Sunday Sales from Kelly Eisma, dba Quick Corner, Inc.  Moved by Borchers/Anderson to approve the Liquor License Renewal.  Motion carried unanimously. 

5. Request for Renewal of Class LE Liquor License from Luke Boyer dba Old Calliope Liquor for Off-Premises sales of carryout liquor, beer and wine with Sunday Sales.  Motion carried unanimously.

 Motion to adjourn by Anderson/Cauwels.  Aye: Cauwels, Borchers, Anderson, Hedden.  Nay: Jacobs.  Motion carried 4-1. Council Meeting adjourned at. 5:55p.m.
