
The Council Meeting was called to order at 7:02 p.m.
Present: Mayor Porter, Mayor Pro Tem Borchers, Council Members Jacobs, Anderson, Hedden, Cauwels.
Staff Present: Jason Metten, City Administrator/City Clerk; Jim Pickner, City Attorney; Tom Kane, Public Works Director; Mike DeBruin, Police Chief;
Staff Absent: Sharole Rens, Director of Finance; Chris Myres, Telecommunications Director.
1a. Approval of April 26, 2006 Council Meeting Minutes. Moved by Jacobs/Anderson to approve the minutes of April 26, 2006 meeting. Motion carried unanimously.
1b. Approval of Claims for Payment. Moved by Cauwels/Hedden to approve the Schedule of Claims for payment. Motion carried unanimously.
1c. Open business from the Community (limited to a maximum of 5 minutes per item). None.
2a. Mayor's Report. Mayor Porter thanked the community for kind expressions of sympathy and caring following the death of his mother on April 28th. He reported that Jerad Groon of the Electric Department would be leaving the City and thanked Jerad for his service to the City and the community. Mayor Porter reported on progress with regard to the All-America City award. He read the Poppy Proclamation from the American Legion Auxiliary declaring May 25th as “Poppy Day” and urged citizens to pay tribute to veterans by wearing a poppy. The Mayor reported progress on Heart of Hawarden projects such as the walking trails, the new pavilion and the landscaping of the new City entrance signs. Mayor Porter read a Proclamation declaring May 14th-20th Iowa School Board Recognition Week. He congratulated the Seniors at West Sioux High School that will be graduating this Sunday and wished them success for the future. The Mayor gave a reminder of many recreational programs available to adults and children and encouraged participation.
2b. Council Comments. None.
2c. Staff Reports/Discussion. City Administrator Jason Metten reported on the City's efforts to gain compliance with regard to structural violations of the property maintenance code. He gave an update on All-America City Award progress. Public Works Director Tom Kane reported that boring crews have recently been completing updates to the gas and electrical system. He reported that the construction of the new switchgear building is progressing on schedule. Police Chief Mike DeBruin commented on the recent hiring of a new reserve officer William Minor and welcomed him to the staff.
3. Mayor's Proclamation - Iowa School Board Recognition Week. The Proclamation was read during the Mayor's report.
4. Resolution 2006-39 A Resolution to approve Housing Grant Bids. Moved by Cauwels/Jacobs to approve Resolution 2006-39. Aye: Borchers, Anderson, Jacobs, Cauwels, Hedden. Nay: None. Motion carried unanimously.
5. Presentation of Bids and Acceptance of Bid for Foundation, Footings, and Filling the vacant lot at 808-810 Central Avenue (Former Bonderson Auto and LaTapatia Buildings) Main Street Addition Project. No bids were submitted for the project. No action was taken.
6. Request for temporary license transfer of Class LC Alcohol License to the Hawarden Community Center for May 27th, 2006 and June 3rd, 2006. A request by Sportsmans Lounge, Inc., dba Sportsmans Lounge located at 520 7th Street for temporary transfer. Moved by Borchers/Hedden to approve the transfer of license. Motion carried unanimously.
7. Pursuant to Section 21.5 of the Code of Iowa, it is requested that the Council hold closed session to discuss the purchase of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property. The minutes and the tape recording of the closed session shall be available for public examination when the transaction discussed is completed. Moved by Cauwels/Jacobs to enter into Closed Session. Aye: Cauwels, Hedden, Anderson, Jacobs, Borchers. Nay: None. Motion carried unanimously. Council entered into Closed Session at 7:16 p.m.

8. City Administrator 6-month Performance Review Closed Session for discussion of a Personnel Matter under Iowa Code Section 21.5,1,i. Moved by Borchers/Hedden to enter into Closed Session. Aye: Anderson, Cauwels, Jacobs, Borchers, Hedden Nay: None. Motion carried unanimously. Council entered into Closed Session at 7:32 p.m.
