MINUTES - CITY COUNCIL MEETING
JOINT MEETING WITH H.A.P.P. DEVELOPMENT COMMITTEE

Mayor Porter called the meeting to order at 12:00 p.m.

Present: Mayor Porter; Council persons: Cauwels, Lubkeman, Woodley, Nohava, Harvey

Absent: None

H.A.P.P. Development Committee members present: Klemme, Lynott, Cauwels, Woodley, Dorhout, Jacobs

Agenda Items

1. Discussion/Approval of Economic Incentives to offer a potential industry recruit. Mr. Coffey reported that the industrial prospect had visited the former LSS Buildings and, however, is preparing to place a down payment on land elsewhere. Mr. Coffey feels that now is the time to present the best possible proposal to the prospect to entice him into relocating in Hawarden. Jerry Klemme, Mayor Porter, and Mr. Coffey had visited the prospect’s current site and reported that it is a clean industry that will bring approximately 40 jobs. The discussion centered on the need for economic development and job creation in Hawarden and on the value of the properties in question. Mike Dorhout and others on the Development Committee stated that the property has little value without a buyer. Mr. Coffey reported that the prospect had little interest in the former classroom building and was only interested in the former gymnasium and adjoining property. Moved by Nohava/Woodley to amend Mr. Coffey’s economic development proposal to include a $200,000 purchase price for the gymnasium building and adjoining 3.3 acres of land and a $200,000 economic development loan/grant to be forgivable over ten years. A condition on the proposal should be that the prospect must move at least 25 jobs. Motion carried unanimously.

2. Discussion of Economic Structure and Economic Strategies. Mr. Coffey asked the Council and HAPP Development Committee about evaluating our current structure and strategy for economic development. Councilperson Woodley stated that the Council should hold joint planning sessions with the HAPP Development Committee before Council meetings beginning in the fall.

Moved by Nohava/Woodley to adjourn. Motion carried unanimously. The Council meeting adjourned at 1:15 p.m.
