The Meeting was called to order at 7:05 p.m.

Present: Mayor Porter; Councilmembers: Harvey, Cauwels, Dorhout, Woodley

Absent: Councilman Kallsen

Staff Present: Craig Coffey, City Administrator; Tom Sedgwick, Telecommunications Director, Mike DeBruin, Police Chief; Jim Pickner, City Attorney.

Absent: Tom Kane, Public Works Director

Item 1. Approval of June 4, 2001 Minutes. Moved by Woodley/Dorhout to approve the Minutes of the June 4, 2001 Minutes. Motion carried unanimously.

Item 2. Approval of Claims for Payment. Moved by Cauwels/Woodley to approve the Schedule of Claims for payment. Motion carried unanimously.

Item 3. Open Business From the Community (limited to a maximum of 5 minutes per item). There was no open business from the community.

Item 4. Staff Reports/Discussion.

Item 5. Mayor Report. Mayor Porter read a thank you on behalf of the Vacation Bible School Committee thanking the City for their participation in this event. The Mayor also thanked City residents for their clean-up efforts and again praised the playground project volunteers.

Item 6. Third Reading of Ordinance No. 592 - Zoning Ordinance Change - To Add Bed and Breakfast Establishments as a Special Exception with Conditions in the R-1 and R-2 Zoning Districts. Item 7. Third Reading Ordinance No. 593 - Zoning Ordinance Change - To Add Recreation Vehicle (RVÕs) Parks as a Special Exception with Conditions in the M-H District. AN ORDINANCE OF THE CITY OF HAWARDEN AMENDING SPECIAL EXCEPTION USES IN CHAPTER 6 MOBILE HOME (M-H) PARK DISTRICT BY ADDING A NEW SPECIAL EXCEPTION USE ÒRV PARKSÓ AND AMENDING CHAPTER 15 BY ADDING A NEW SECTION Ò15.8 RV PARKSÓ WITH CONDITIONS FOR THE SPECIAL EXCEPTION; AND PROVIDING A SEVERABILITY CLAUSE AND AN EFFECTIVE DATE. Moved by Dorhout/Woodley to approve Ordinance No. 593 on its third reading. Aye: Cauwels, Woodley, Dorhout, Harvey. Nay: None. Motion carried unanimously.

Item 8. Second Reading Ordinance No. 594 - To Add Two New Sections That Prohibit Certain Brakes and That Exempt Certain Vehicle Length and Weight Limitation on City Streets. AN ORDINANCE OF THE CITY OF HAWARDEN AMENDING TITLE 9, CHAPTER 9.04 BY ADDING TWO NEW SECTIONS; 9.04.06 ENTITLED ÒUNLAWFUL USE OF ENGINE BRAKES AND COMPRESSION BRAKESÓ AND 9.04.07 ENTITLED ÒEXEMPTIONS TO THE STATE OF IOWA VEHICLE LENGTH AND WEIGHT LIMITATIONSÓ; AND PROVIDING A SEVERABILITY CLAUSE AND AN EFFECTIVE DATE. Moved by Woodley/Cauwels to approve Ordinance No. 594 on its second reading. Aye: Cauwels, Woodley, Dorhout, Harvey. Nay: None. Motion carried unanimously.

Item 9. Request for Renewal of Class C Liquor License. Moved by Woodley/Dorhout to approve the renewal of a Class ÒCÓ Liquor License with Outdoor Service Area for Hat City Ltd. located at 2201 Avenue E. Motion carried unanimously.
