Item 1. Discussion on Community Center/City Hall/Wee Care Project. Mr. Coffey presented various items that needed to be discussed.
Conflict of Interest - Discussion was held on the dual role of City Councilpersons and being part of the Wee Care Board as a conflict of interest. This item was addressed in a memo from the City Attorney. The City Attorney evaluated potential conflicts at different levels and determined there is no conflict of interest.
Wee Care Loan Qualification - Discussion was also held on the loan qualification of Wee Care. It was discussed that the Council has previously approved to co-sign a loan of $250,000+. The amount currently proposed to be borrowed is now less than $250,000. The Council by general consensus determined this issue did not need to be revisited.
Ownership/Use of Space - Mr. Coffey explained the defined ownership and responsibility areas, and potential agreements that will be needed between Wee Care and the City. He stated that a long-term lease agreement will be needed and a mortgage security type agreement. He added that the City Attorney will be working on those agreements and that they will be presented to both boards for approval.
Mr. Coffey then covered other items that will be quickly worked on. He stated that he proposed that we utilize the same architects as Wee Care for Phase I since the two projects will have to tie in. The Council agreed. Mr. Coffey stated that he plans to apply for various grants for the Community Center, and will also assist Wee Care with their grant applications. The Council also agreed. He added that plans for phase I will begin being developed and that several more of these sessions will be needed to work through the project.
Item 2. Action on Community Center/City Hall/Wee Care Project. (If necessary) No formal action was taken.
