The meeting was called to order at 6:05 p.m.

Present: Mayor Porter; Council members: Harvey Woodley, Dorhout, Cauwels. Absent: Councilman Kallsen (was later as recorded present at 6:30 p.m. snow removal)

Staff Present: Craig Coffey, City Administrator

Guests Present: Alan Burke, Don Nolan, and Mary Johnson

Item 1. Hawarden Area Partnership for Progress - Alan Burke, Don Nolan, and Mary Johnson made a presentation about the new organization named HAPP. Mary Johnson mentioned how 9 months has been spent working on this new organization and the benefits that both groups hoped to achieve from the new organization. Alan Burke mentioned that HEDCO also supported it and explained the organization chart and budget with various options in full time staffing. Don Nolan capped the presentation by covering the highlights and asking for support.

Mike Kallsen was able to leave work and arrived at 6:30pm

Item 2. Strategic Planning - Facilitated by City Administrator. The session started with eliminating completed goals and clarifying or re-affirming any goals not yet accomplished on the previous 3-year plan. Council and Staff then began to formulate new goals that needed to be added.

The process was continued until another meeting.

The meeting adjourned at 9:00pm by unanimous consent.
