MINUTES REGULAR CITY COUNCIL MEETING
Hawarden Public Library
Monday, February 7, 2000 at 7:00 P.M.

The meeting was called to order at 7:00pm.

Present: Mayor Jacobs; Council Members; Woodley, Kallsen, Harvey, Cauwels, Dorhout

Staff Present: Craig Coffey, City Administrator; Patty Anderson HITEC Director; Tom Kane, Public Works Director; Mike DeBruin, Police Chief; Jim Pickner, City Attorney.

  1. Approval of January 17, Jan. 22 and Jan.26, 2000 Minutes. The minutes were approved unanimously by consent.
  2. Approval of Claims for Payment. Moved by Dorhout/Woodley to approve the Claims for payment. Aye: Woodley, Kallsen, Cauwels, Dorhout. Nay: Harvey. Motion carried.
  3. Open Business from the Community. No business from the community was presented to the Council.
  4. Staff Reports/Discussion. The report from the past Strategic Planning Session was discussed. It was announced that the City Administrator would be assisting HEDCO and the Chamber with planning sessions also. Councilman Mike Kallsen gave a report on the trip to Washington D.C. to meet with legislators. It was discussed about purchasing equipment to add Sioux City Fox because we are part of their franchise area. A special meeting was set for February 14 and the City Council agreed to participate in the joint Chamber advertising promotion for $100.00.
  5. New Business

  6. Request for Renewal of Class E Liquor License with Sunday Sales. Moved by Harvey/Woodley to approve the license renewal for Calliope Liquor Sales. Motion carried unanimously.
  7. Application for Tax Abatement. Moved by Kallsen/Cauwels to approve the tax abatement for Marv & Lyle Kaskie, located at 1706 Avenue D. Motion carried unanimously.
  8. Presentation of City Audit. Jeff Peters and Matt Washburn from Williams & Company presented the City Audit to the Council.
  9. Closed Session - Union Contract Offer/Discussion. Moved by Harvey/Kallsen to enter into closed session to discuss strategy for contract negotiations under Iowa Code, Chapter 20, Section 17(3). Motion carried unanimously. Moved by Harvey/Kallsen to exit closed session. The closed session was summarized: Mr. Harvey Wiltsey, City Negotiator, made a brief presentation to the City Council on a union proposal and worked with the Council to establish parameters for negotiating the union contract. No formal action was taken during the session.
  10. Workshop 2000-01 Budget. The General Fund Budget was presented (i.e. police, fire, ambulance, park, etc.) by Craig Coffey, City Administrator.
