The meeting was called to order at 7:00pm.

Staff Present: Craig Coffey, City Administrator; Patty Anderson HITEC Director; Tom Kane, Public Works Director; Mike DeBruin, Police Chief; Jim Pickner, City Attorney.
- Approval of January 3, 2000 Minutes.The minutes were approved unanimously by consent with a correction that Jim Pickner, City Attorney was recorded present but was absent from this meeting.
- Approval of Claims for Payment. Moved by Harvey/Kallsen to approve the Claims for payment. Motion carried unanimously.
- Open Business from the Community.
Harold Pry was present prior to the meeting to discuss his concerns on pest problems, etc. associated with the Hyde Plant. Mr. Coffey referred him to the Health Department due to the expertise involved regarding the plant license and what constitutes actual health violations. Discussion on this item will continue if the Health Department is unable to assist Mr. Pry with this matter.
Jeff Keehn was not present to discuss a street problem at his residence. He did call prior to the meeting and asked that the Police Chief and City Administrator present his case. General discussion ensued about the R-O-W width, access, construction in the R-O-W and other related issues. The City Administrator will be making a recommendation to the Council on this problem and will report back at the next Council meeting.
Billing software changes and the ongoing City audit were discussed. The strategic planning session was also discussed.
- Staff Reports/Discussion. It was reported to the Council that March 1, 2000 is Legislative Day in Des Moines, IA. Billing software changes and the ongoing City audit were discussed. The Council was also reminded of the upcoming strategic planning session.
New Business
- Request for Temporary License Transfer to the Old City Hall for January 29, 2000. Moved by Kallsen/Cauwels to approve the temporary license transfer of Sportsman's Lanes to the Old City Hall for the Fireman's Dance on Jan. 29, 2000 with verification of insurance documents. Motion carried unanimously.
- Payment of Temporary Ambulance Director. Moved by Cauwels/Woodley to pay Jeff Nohava, Ambulance Director, $500.00 a month relroactive to September 1999 for services until a permanent resolution on this matter is adopted. Aye: Kallsen, Woodley, Dorhout, Cauwels. Nay: Harvey
- Ambulance Service Update. Mr. Coffey updated the Council on changes in the initial proposal, an upcoming meeting with Urban/Rural Paramedics from Sioux Falls, and provided other information on other items that have been requested, such as the number of Akron runs and the number of our daytime runs.
- Workshop 2000-01 Budget. Craig Coffey, City Administrator, discussed the 2000-01 Budget for the City and went over some of the changes implemented. The General Utility Administration, Water Sewer, Gas, and Electric budgets were covered as well as the Capital Facility Fund and Capital Equipment Fund Accounts.
